About Legislative Appropriations Requests (LAR)

Submitted to the Legislative Budget Board (LBB) and the Office of the Governor to detail, the Legislative Appropriations Request is our primary tool for securing biennial state funding:

  • Formula Funding: Support for core instruction and operations.
  • Success Points: Funding earned through student milestones and completion.
  • Strategic Initiatives: Special requests for innovative programs that drive regional workforce growth.

The Funding Process

Securing state appropriations is a rigorous, multi-step process that ensures institutional accountability.

  • Preparation: COM develops a request aligned with state-wide goals.
  • Submission: The LAR is filed formally in even-numbered years.
  • Hearings: College leadership testifies before House and Senate committees to defend the request.
  • Allocation: The Texas Legislature passes the General Appropriations Act, determining our state funding for the next two years.
