Fiscal Affairs at COM oversees the financial administration, business operations, and internal controls for College of the Mainland, including budgeting, taxes, payroll, and accounting.
In accordance with Texas transparency requirements, this portal provides stakeholders with direct access to operational guidelines, public disclosures, and financial documentation.

Taxation and Investment Governance

As a publicly funded entity, we maintain total accountability regarding local property tax baselines and institutional asset management:

  • Property Tax Rates: Review current maintenance and operations (M&O) rates, debt service tax tracking, and the official Truth-in-Taxation calculation worksheets used to determine the district's annual revenue baselines.
  • Investment Disclosures: In compliance with the Public Funds Investment Act (PFIA), access Investment Policies, Investment Strategies, Annual Investment Reports and Quarterly Reports.
  • Legislative Appropriations Requests (LAR): Read the formal funding requests submitted biennially to the Texas Legislative Budget Board outlining our strategic performance measures and formula funding allocations.
